No, Ruhr 2010 is something different. The Ruhr area used to be highly industrialised and polluted, but they're changing it and they want to be green, and to get more tourists to that area it is the 2010 European Capital of Culture. (For more info: link 1 and link 2.)
But I wouldn't say Paris is the culture capital of Europe anyway, Rome, Budapest, London, Berlin, all European capital cities could be named culture capitals, Paris isn't unique.

I think it's fairly difficult to decide a 'culture capital'. I'm a lot more interested in what London has to offer than Paris, but it's different for everyone. I'd say Paris is up there though, given the art/fashion situation there. None of that really interests me though.

What's wrong with Dundee?! Oh...wait...I get it now...  Actually, it was voted the best student city in the UK a while back, and I can see why. I know a lot of people up there, and went up myself a few weeks ago, and it can be a really good night out. If you're not a student though, I can see why it wouldn't be that great. Unless you're a fan of teenage pregnancy *shudder*.
I agree with you, it's difficult to decide what a "culture capital" is. I know there's a new one every few years, decided by some group, but that's just what they discern to be culture at that moment. One person's culture town is another person's pile of shite. You mentioned that London has more to offer to you than Paris, and I suppose I would agree with you there, but that's only because I hate Paris. I hate London too, just less so.
Paris was just.....meh really when I went. I can't pinpoint anything that was overly wrong with it, but then I can't pinpoint anything that was very right. Plus we almost got into a street battle with some French schoolkids - fun night. London I'm just apathetic to. Anywhere I've been in there I've not really enjoyed, with the possible exception of the O2 last year. You still had to get the tube there and back, which is one of the most horrible transport experiences of the modern age when it's busy. I feel for the people who have to do that every morning for work. It would annoy the fuck out of me.
I would much rather spend a night out in Glasgow, or more recently Dundee or even Milton Keynes than any of the so-called culture centers.
Aaaaand with a nudge back on topic, it is a shame how people just seem to be holding their hands up and saying "It wasn't me" over this. Fair enough they will face probably criminal proceedings over it, but at some point over the organising of this thing, alarm bells had to have been ringing at least once. They knew there were going to be a large amount of people heading to the event; and any monkey could have seen that the area around the tunnel was just not going to hold that many people. Could have been prevented, and that's the really sad thing.

That's exactly what I tried to say about Paris! I hate the city too, but it has some culture, I've been there a few times and never want to go back. I love London though, everything is great.
I'm going to study in Swansea for half a year next year, I hope I can visit Glasgow, Dundee and Edinburgh when I'm there.
