not sure do i understand the question...but if you windering how a pedal works...
The pedal sits between the line between the guitar and amp. When you press the pedal (or switch) on, the pedal brings itself into the line and so the signal goes through the effect, and then to the amp. if you press it again, the signal simply goes to the amp without the effect of the pedal.

imagine a light switch. When the switch is off, there is no light in the room, even though there is electricity in the house. When it is on, there is light in the room (ie the effect is on)

or do you mean a pedal such as the Boss FS-5 or something

as far as I kno,w they just turn whatever effect they are plugged into on and off - say if you have an amp with some effects on it and you want to be able to turn them on/off with your foot (instead of having to go to the amp and mess around with the switches)
