Definitely OVER 9000!
I'd say 100. My only concern is that people start spamming so they can make a thread.
Before 100 I'm sure the mods will be smart enough to know who's spamming.

I'd say 10 for images, 20 for links, 40 for threads
Thats a pretty good deal
BUT
someone might go on other threads and say meaningless things like "+1" forty times, and then SPAMSPAMSPAMSPAMSPAMSPAMSPAMSPAMSPAMSPAMSPAMSPAM
yknow what i mean?
Hello.

Well then they get banned for spamming. It puts off the spambots which just make threads. It's a better idea than the others which have been suggested.

I'm not sure there needs to be an image restriction, but otherwise cool.

Don't like the idea of having to post x amount of times before making a thread. What if a new user wanted to come on and ask something, or actually had interesting grounds for discussion? They wouldn't be able to do it.
Not really promoting community, is it?

The post count linked idea sounds much better to me. And it'll also encourage newbies to look for threads instead of joining and immediately making a thread for a question that has been asked a million times already.

Cooldown is a dumb idea that at the end of the day is only going to annoy existing users and not stop people creating accounts just to spam.
I don't see any problem with a 20 post limit before being able to post links, it's becoming common practice on most forums so it's not like it would be a surpise to people. And 20 posts is a piece of piss, if you really want to participate in the forum I wouldn't see it as a problem. If they have interesting grounds for a convo they can still submit news or just bring the topic up, plus like I said 20 posts is a piece of piss if you are serious about joining.
Fair enough if you are worried about a limit before you can post a thread I get your point, but when somebody joins to ask the same question that has been asked a million times before and then the thread gets turned into a spamfest and locked or moved doesn't really promote community spirit either, especially for a new member who probably speaks little English and just wanted an Earls Court bootleg. Getting to know the search function(shit as it is) should be a vital part of any new member.
I definitely think that at the least the no links for 20 posts has merit and not just making it so it doesn't hotlink it and you can still see the address, but to have it so as soon as "http://" or "www." comes up it snips it and you can't even see the address, much like the filters used for swearing.
It would stop the spambots but wouldn't stop someone joining and posting a shitload of threads just to say Fook You though.
So maybe it could be a combination of the two ideas, no links for say 20 post(just an example) and maybe a cooldown period for new threads but only if it applied to new members like the "New colonist, colonist and settlers" and when you became a digger the cool down period stopped.

Don't know really, can't be all that hard, all the cool kids are doing it these days.
I imagine it could be patched into to the ranks script somehow similar to the super secret forum here already.
I have no idea to be honest but then it's not my concern anyway.

I've got an ingenious and fool-proof idea.
Right. When a member registers, there should be a question which asks "Are you Promuse?". If they choose 'Yes' then they can't make threads.

Not really. It's PHP, which I know. I don't know the backend code but it would be this, assuming sessions are used as it's a forum.
if (postCount<=20) $_SESSION['imagePermission']=false;
else $_SESSION['imagePermission']=true;
else if (Rank>0&&Rank<4) $_SESSION['cooldown']=gettimeofday();
