Since it's been a slow news week/month, and the South American Tour rumours are spreading like jam, here is a compilation of everything we know, the 'confirmed' dates and the rumours.
There are two 'confirmed' dates
20th July 2008: Unknown venue, Bogotá, Colombia ( source 1, with info about ticket prices; source 2, confirmed by Evenpro) Tickets will be available in here and here.
26th July 2008: Teatro Caupolicán, Santiago, Chile ( source 1, source 2, confirmed by Fenix Entertainment Group Chile. Tickets will go on in early June)
For Mexico: Warner Music Mexico has confirmed to the fanclub, 'Origin Of Black Holes' ( http://originmexico.informe.com) that Muse will perform in Mexico but they didn't give any further details (specific date, venue or ticket sales). Apparently there'll be more information coming this week.
Rumours:
Microcuts.net lists a show in Rio de Janeiro, Brazil, on the 31st July 2008, here. The source is probably this one.
More information can be found at this link, that lists Sao Paulo, Rio de Janeiro and Curitiba as the three cities where Muse would play at.

yay, my ex-girlfriend lives there and when she heard about that she totally freaked out (she is obviously a huge muse fan as well, actually muse kinda brought us together by then :P ) anyhow, you guys in south america really have been waiting far too long ;)

Mmm.. Mexico City it's a little bit far from you. There's a chance that they might play in Monterrey, but, like susurr0 said above, it hasn't been clearly confirmed.
Anyway... this Latin American tour is going to be awesome! You should come!

I dont believe that Central America is a continent. But i also thought that Mexico was part of South America as opposed to North America
